Prabhakaran welcomes decision to bring DSA under RTI Act

Prabhakaran welcomes decision to bring DSA under RTI Act
The Delhi Soccer Association president Shaji Prabhakaran has welcomed Central Information Commission’s decision to declare the State football body accountable under Right to Information Act.
Prabhakaran, elected to the DSA Presidents office earlier this month, has restoration of transparency in the DSA governance as one of the priority items on his agenda. The latest CIC verdict will only help him in smooth implementation of his plans. “I personally welcome this (the CIC order). We have to be absolutely transparent. The CIC order is also a step in that direction. We are for making all the information available to not just our associates or people who seek some specific knowledge, but the common public as well,” Prabhakaran told insidesport.co.
The former FIFA South Central Asia Development Officer, Prabhakaran has called the first meeting of the new DSA executive on December 2. He is keen on starting the reforms process from the very first meeting. “We will like to put even our accounts on the DSA website. We will restore complete accountability and transparency,” he added.
The CIC on Monday had declared the DSA a “public authority” that will be answerable to people under the RTI Act.
Information Commissioner Sridhar Acharyulu noted that even in performing its activities as a sole body of football in Delhi, the DSA was expected to act under the control and supervision of the All India Football Federation, a public authority under the Ministry of Sports, reports Outlookindia.com. He has stated that the  monopoly recognised, sanctioned and continued by the government through the Ministry of Youth Affairs and Sports (through the All India Football Federation) was indirect, but had substantial funding by the government.
“This factor is enough to declare the DSA as public authority, though another criterion could also be applied, i.E the direct and real control of the government or governmental agencies over it,” Acharyulu said and noted that frequent complaints by women sports persons, including those of sexual harassment, against an important executive like (DSA) vice president reflect an unhealthy atmosphere prevalent in the DSA.
The ruling comes after a senior DSA member D K Bose, presently barred for a period of three years for alleged anti-association activities, sought to know from the DSA the status of various complaints received by the association against its office bearers from girl footballers of the national capital.
The petitioner had approached the CIC as DSA has declined to provide any information.
DSA had claimed before the CIC that it did not come under the RTI Act because it was not defined as a “public authority”. Thus it did not have an obligation to answer  to queries raised in the application moved by Bose.
“…Respondent is not a public authority as defined under Section 2(h) and (f) of the RTI Act, as is nor financed by the government, neither the government had any external control in day-to-day administration of the Delhi Soccer Association as defined in the judgement of the apex court titled ‘TMA Pai and other vs state of Karnataka and other,” the DSA said.
The parent body, All India Football Federation (AIFF), had also written to DSA asking it to “properly investigate” the matter raised by Bose and provide a suitable item-wise RTI reply along with relevant supporting documents.
The DSA, however, replied to AIFF claiming that petitioner Bose of Hindustan Football Club was known for manipulating documents for his personal benefits, and sought action against him.
After going through the responses of DSA, AIFF and arguments of Bose, Information Commissioner Sridhar Acharyulu had found and announced various grounds to declare the association a public authority liable under the RTI Act.

Several subtle details give the watch its unique character. The dial features a few distinctive symbols directly associated with cricket: the hands of the two counters in the shape of a bat and, at 12 o’clock, a triple applique referring to the stumps. The case-back bears the Ashes series logo on the sapphire glass. The ensemble is completed by a grey color dial and strap as a reference to the color of ashes. Finally, the calfskin strap is stitched with triple white saddle stitching in the style of a cricket ball. The Classic Fusion Chronograph “The Ashes” is limited to 32 pieces, referring to the number of series won by each team.
The winning team captain will then be presented with a 33rd watch at the end of the ongoing series.
Hublot will also be a presenting partner of an award at the Allan Border Medal, CA’s annual premier awards event.
Australia won the first Ashes Test by a comprehensive margin of ten wickets to take a 1-0 lead in the five-match series. The second Test gets underway at the Adelaide Oval on Saturday.

FIFA World Cup draw – plans and procedures

FIFA World Cup draw – plans and procedures
Russia 2018 Final Draw will take place on December 1 in Moscow. The world governing body for football has drawn a plan to ensure that no group has more than one team from the same qualification zone. Only Europe can have more than one team in a section.
Following the approval of the draw procedures for the Final Draw for the 2018 FIFA World Cup in September 2017, the confirmation of the pots, and the announcement of the conductors and assistants, the scene is set for all 32 participating member associations to learn their paths to possible glory on 1 December in Moscow’s State Kremlin Palace at 6.00 PM local time (5.30 AM IST).
The October 2017 edition of the FIFA-Coca-Cola World Ranking has been used to allocate all qualified teams to the four pots in descending order, with the best seven teams along with hosts Russia in pot 1.
The draw sequence will start with pot 1 and end with pot 4. Each pot will be completely emptied before moving on to the next. As per the standard procedure, a ball from a team pot will be drawn, followed by a ball from one of the group pots, thus determining the position in which the respective team will play.
In Pot 1, Russia will have a red ball and will be pre-assigned the position of A1 as host.
The remaining seven teams in Pot 1 will automatically be drawn into position 1 of each group (B to H), whereas teams in pots 2, 3 and 4 will be drawn into positions randomly in their groups.
The four pots containing 32 teams have been announced. The information is released on Fifa’s official World Cup handle @FIFAWorldCup.
FIFA has set a general principle is to ensure that no group has more than one team from the same qualification zone. However, this could not be applicable to Europe, which is represented by 14 teams. Each group must have at least one but no more than two European teams drawn into it. As such, six out of the eight groups will feature two European teams.

The distribution of the teams into the groups according to the geographic separation principle will be monitored by a system designed to take all parameters into account, which means that groups may be skipped. For example, Peru, Colombia and Uruguay, which are in pot 2, will not be drawn into the same group with Brazil or Argentina, which are in pot one. The same principle will apply to the teams from the other confederations with the exception of UEFA.

Grand Slams to return to 16-seed format

Grand Slams to return to 16-seed format
The Grand Slam tournaments will be seeding only 16 players, instead of 32, from 2019 onwards. In a major decision, the tennis chiefs have agreed to return to the 16 seeding system for the first time ever since June 2001.
The decision taken in order to widen the sport’s appeal, both the men’s and women’s draws will be featuring only 16 seeded players in Wimbledon and the AustralianFrench and US Opens, reports Sport24.
The four Grand Slams had doubled the number of seeded players to 32 in June 2001, when the US Open, motivated by demands from television networks, asked for 32 seeds in the hope that stars would still be in contention in the closing rounds.
With the introduction of the 16 seeded players format again, the possibility of higher-ranked players facing the last seeded players will increase.
With 32 seeds, no player was forced to play someone ranked higher than No. 33 before the third round.
The Grand Slam Board meeting in London also decided to pay 50% of the first-round prize money to the injured players, who pull out on site before their opening match.
The board has also approved the Australian Open’s request to implement a 25-second serve clock system in line with the scheme trialled at the 2017 US Open to speed up play.
A player who is unable to finish the first-round match or “performs below professional standards” (if they are not believed to be injured) will be scrutinized and fined as high as the entire prize money due a loser in that round.
Players who violate the pre-match timing will also be fined up to $20,000. The pre-match timing gives a player one minute to meet at the net after walking on the court followed by a five minute warm-up, then one minute to be ready to begin the match.

Former AIFF president PR Dasmunsi passes away

Former president of the All India Football Federation and senior Congress Party leader Priya Ranjan Dasmunshi is no more. He was 72.
Dasmunsi breathed his last in the Capital on Monday after being in coma for nine years.
He was the first Indian to be a FIFA match commissioner. The former AIFF chief had the honour of performing the prestigious duty in the 2006 World Cup group stage tie between Australia and Croatia.
Dasmunsi, at the time of suffering a brain stroke in 2008, was the president of the AIFF. Praful Patel, the present supremo of the football governing body in India, was then made the officiating president of the AIFF.

Dasmunshi as the Minister for Information and Broadcasting was also responsible for the decision to force Indian sports broadcaster Nimbus Communications to share live feed of the Indian cricket matches with the state television network, Doordarshan. Nimbus was the official media rights holder to broadcast Indian cricket matches over four years. The private broadcaster had acquired the rights for multi-million dollars.

What is Bolt teaching Australian cricketers?

Jamaican sprinter Usain Bolt has a passion for cricket and football, too. The world record holder athlete was nurturing his cricketing ambitions before taking to track. Then what makes him competent enough to train the Australian cricket team?
Cricket Australia has engaged the Jamaican sprint star to train their players during the home Ashes series.  The retired sprinter will help Kangaroos to improve running between the wickets. He has been training the Australian batsmen to improve their speed off the mark.
“It’s all about explosiveness, and that’s one thing I’ve noticed with cricket. They don’t really have a lot of explosiveness when they’re running,” the Herald Sun newspaper has quoted Bolt as saying.
“They seem to always take off at a slow rate. Getting that right will definitely help people.”
The 31-year-old Bolt is trying to increase the awareness of running while batting. The sprinter has the advantage as he has been into both – the speed running and cricket. That enables him to strike a right balance for the advantage of the cricketers.
Australian batsman Peter Handscomb said Bolt’s tips were welcomed ahead of the first Ashes Test in Brisbane. “He was giving us a few pointers on how to get a little bit faster,” Handscomb is reported as saying. “We’ll give it a crack. He was trying to get us nice and low in the turn and in and out. The first couple of steps are key and if we can get them right, we’ll be fast.
“Obviously he’s the fastest man ever so if we can have the title with him, that’d be cool,” Handscomb is quoted as saying.

Bolt has also been invited to train German premier league football, Bundesliga side Borussia Dortmund. “It’s something that I want to do. I’m trying to get fit now,” he is quoted as saying. “My doctor finally passed me after my hamstring problems at the world championships, so now I can start training.  I’ve started training while I’m here and trying to get into shape before I get home and next year I’ll get a trial and we’ll take it from there.”

Adidas to end FIFA World Cup Sponsorship? If!!!

Adidas has hinted at pulling out of the FIFA World Cup sponsorship if FIFA were found guilty of breaking laws. The world governing body for football is facing a probe into bribery and illegal money transfer allegations. The German sportswear and sports goods brand has reportedly said that they “would have a problem” if FIFA is found to have broken the law.
Some FIFA executives have been facing allegations of taking bribes to influence the decision processes for future tournaments. An inquiry is pending into the illegal money transfers.
Adidas chief executive has reportedly suggested if the accusations are found to be true, the brand might have to reconsider its sponsorship deal with FIFA. “We expect from our partners that they abide by the laws”, Adidas boss Kasper Rorsted has reportedly told Bild am Sonntag. “If a partner is convicted we have a problem with that. We then have to solve that.”
Earlier this month, FIFA has revealed the official match ball for the 2018 Russia World Cup Finals.
A prosecution witness has testified that Mexico’s Grupo Televisa and Brazil’s Globo were part of a $15m bride to one of the FIFA executives to secure media rights for the 2026 and 2030 World Cup tournaments.
For the past two years, FIFA has been attempting to regain some trust from the world of football after entering the biggest crisis in their history.  In 2015 an indictment in the United States was focused towards several dozen of the organisation’s officials on corruption-related charges.
Since then, the overseers of world football have instated Gianni Infantino as the president of the governing body following his election in February 2016 after the demise of former head Sepp Blatter, who was disgraced in December 2015 after being found guilty of a series of rule breaches, including a conflict of interest and dereliction of duty.

beIN to launch cricket channel, signs deal with ECB

After Cricket Australia, beIN SPORTS has now acquired the England Cricket Board media rights. As per the understanding, all domestic and international cricket played in England will be beamed live on beIN Sports in the territory of the Middle East and North Africa (MENA).  Alongside the agreement, beIN has also announced plans to introduce a dedicated beIN sports cricket channel in the MENA region in 2018.
Under the six-year deal, beIN will screen premium cricket clashes including India’s 2018 and 2022 tours to England and the Ashes series in the UK in 2019. beIN recently announced an exclusive deal to broadcast Cricket Australia content in the MENA region, starting with the 2017-18 Ashes. Adding to the international matches, the ECB deal means beIN will screen selected matches from ECB’s domestic programme including action from the T20 Blast, Royal London One-Day Cup and the Specsavers County Championship as well as ECB’s new eight-team T20 competition from 2020.
Welcoming the partnership, Tom Harrison, CEO of the England and Wales Cricket Board, said: “We’re very pleased to welcome beIN Media Group to our broader family of broadcast partners and excited by their plans to create their own dedicated cricket channel for the first time. Our international and domestic teams are attracting an ever-expanding global audience and this new partnership will give even more cricket fans worldwide an opportunity to follow all the action and excitement from our game.
“With the 2019 home men’s and women’s Ashes series and India’s next tour to England among the highlights viewers can look forward to in the next two years – this is a comprehensive and compelling package of rights which will help give cricket excellent exposure in the MENA region.”
beIN has also announced plans to launch the dedicated cricket channel. The channel will screen the broadcaster’s portfolio of premium international and domestic cricket, including ECB and Cricket Australia content, as well as original programming, documentaries and magazine shows.
The agreement with ECB will cover the home international programme for both ECB men’s and women’s teams across all three formats of the game. All ECB games will be available in HD via subscription channels and online. Cricket fans in MENA can also look forward to watching select games in Ultra HD over the coming years with the recent launch of beIN Media Group’s 4K channel. beIN will broadcast cricket in more than 24 countries, including the United Arab Emirates, Saudi Arabia, Bahrain, Oman, Kuwait, Lebanon, Iraq, Egypt and Morocco.
The deal expands beIN Media Group’s premium cricket offering and follows a number of rights renewals over the past six months, including the exclusive rights to broadcast the UEFA Champions League and Europa League in the MENA region for a further three years.

Dec 23, Real Madrid and Barcelona to play for INDIA

As promised, La Liga is going all out to please, cater and capture the fan base for the sport of football in India. Come 23rd December, one of the world’s most lucrative and followed league will do unthinkable to become the Indian football fan’s foreign league of choice. When Real Madrid host Barcelona in the season’s first El Clasico, on the day, the match will be played at 1 pm local Spanish time i.e 4.30pm in India. This is the first time ever that a Clasico has been moved to this time to make it easier for India to watch. As per the reports, La-Liga mandarins have decided that every year, one Clasico should be ‘India-friendly’, rather ‘Asia-friendly’ so that it can cater to the Indian and Chinese market.
La-Liga had recently opened their Indian office has publicly announced and identified India as their key growth market. During his visit to India last year, the president of La-Liga, Javier Tebas had openly declared his ambition for India that in the next five years he would like to turn India into the largest overseas commercial market for the league. Not only league is ready to alter its timings for its most showpiece matches but are also open exploring bringing La-Liga league matches to India. Discussions have already begun in La-Liga circles on bringing friendly El-Clasico to India in 2019. Not only this the league is currently operating two academies in India and is planning to open couple more.
Along with the league, clubs are also trying its best to exploit the Indian market. Just a few weeks back, Barcelona announced that their legends team would play in Mumbai in January. The club chief Josep Bartomeu last year declared that he is committed to bringing Barcelona main team to play in India with-in next two to three years.
Quite clearly, La-Liga along with its known clubs are trying hard to capture the position of the most preferred and followed foreign league for the Indian audiences, the place secured by the English Premier League for years now. EPL over the years has been able to establish connect with the Indian audiences through its better marketing and packaging of the product. Indian audiences, especially youth relate to the EPL clubs whereas La-Liga is about few star players and three clubs.
Like La-Liga, EPL is also going all out to further strengthen its position of number one foreign league in India. EPL’s managing director Richard Master recently announced that “There is every possibility of top English Premier League clubs touring India for pre-season games in the near future”. Not only these EPL clubs are far more active in India through its academy and other commercial tie-ups. Amidst all the competition from EPL, if at all La-Liga has to achieve its India dreams, they have to do a lot more then what they intend to do currently.
For now, they have made the start by dedicating their biggest showpiece to the Indian football fans.

CONMEBOL terminates contract with Datisa over corruption scandal

The South American Football Confederation (CONMEBOL) notified Datisa, a sports marketing company based in Argentine, of its decision to revoke the contract for the acquisition of Copa América 2019 and 2023, signed in 2013.
Conmenbol ends ties with Datisa over corruption scandal
This unilateral termination of the contract by Conmebol was due to the acts of corruption that shook international football in May 2015 and of which the agency was a victim.
The decision comes at a time when the US Department of Justice has completed the investigation phase during which several members of the Board of Directors of Datisa pleaded guilty to committing acts of corruption to obtain the rights of sponsorship and retransmission property of Conmebol. Therefore, the entity has evidence to support the termination of the contract and thus cut the links definitively.
Three ex-presidents of the organization face accusations: the Paraguayans Nicolás Leoz and Juan Angel Napout, as well as the Uruguayan Eugenio Figueredo.
Alejandro Dominguez, president of Conmebol, said, “Since I took office as president, the new Conmebol has launched a series of legal actions to break ties with the old traps and begin a new era of open and professional marketing that generates more value for South American football.”
“Conmebol has been demanding from Datisa SA for more than a year, without conditions and at zero cost, the return of sponsorship and dissemination rights that they acquired through acts of corruption.” He further added.
This action is part of the integral reform agenda led by Domínguez, who was chosen by the national federations to preside over Conmebol in January 2016 with the mandate to clean up South American football.
“These gentlemen have admitted to the American courts that they have paid bribes to former Conmebol officials so that Datisa could obtain the rights that are owned by the regional body. In an absurd and desperate attempt to continue to profit with rights that they obtained illegally and corruptly, Datisa and its shareholders insist on hiding behind a corporate veil.” Dominguez said in the statement by Conmebol.
